Would the runner be out if?
If the ball is in the infielder's hand, he can tag the runner with any part of that hand, and should be credited with an out. If the ball is in the glove, and the infielder tags the runner with any part of the empty hand, that is not a legal tag, and should not be given credit for an out. If the ball is in the glove, and he tags the runner with any part of the glove, front, back, top, bottom, etc, he should be given credit for the out. If, however, he tags the runner with part of the glove-arm above the glove, such as the elbow, that's not a tag. Must be tagged with the glove if the ball is in the glove.
