What ps1 game is this?

The camera angle is like from a birds eye view and its a shooting game. Its a multiplayer game and you can choose from 4 or 5 characters i think. I can only remember two of them. One of them wore red and had dual pistols. His special attack would make the screen flash black (not flashback) and it usually killed the surrounding enemies. The other wore like clown make-up/mask and his special move looked like he was shooting out daisy like energy blast (looked sorta like flowers lol). Does anyone know this game?
