Is a base runner still forced out if the second baseman drops the ball?

One out, runners on first and third. The ball is hit to shortstop and the throw is dropped by the second baseball. In the process the runner from first ran through second base. Is the base runner still forced out or has second been established by the error and the second baseman now has to tag the runner coming back to second?
